A PREGNANT mother has been charged after police found two injured toddlers chained up in her backyard and six other abused children inside the house.
Porucha Phillips, 34, was arrested in San Antonio, Texas after concerned neighbours called cops about 11.45pm Thursday local time to report a crying child.
Police discovered a three-year-old girl tied to a door with a dog leash and her two-year-old brother tied to the ground with a metal chain around his ankle.
“I would describe it as disgusting,” Bexar County District Attorney Nicholas LaHood said of the scene. “It shocks your conscience when you think what kind of individual could treat children, who in my opinion are gifts from God, like this.”
Bexar County Sheriff’s Office spokesman James Keith said the restraints were “the same kind of setup you would use for a dog.”

Two of the children, including one with a broken arm, remained hospitalised more than 12 hours after deputies first arrived at the house.
The other six — five girls and three boys aged between 10 months and 13 years old — were believed to be Phillips’ children and were placed in foster care.
“They were exhausted, tired, dehydrated. There was evidence that they had been previously abused, it makes you sick to see something like this, it makes you angry,” Keith said.
“To call this horrific is an understatement, this is as disturbing as it comes. Everybody is bothered by this. It motivates you to fight harder to make sure this is taken care of.”
The toddlers found in the backyard are not thought to belong to Phillips, but authorities believe she was responsible for them.
Phillips and another adult, believed to be the father of the six children, weren’t home when police arrived on the scene. The couple returned early Friday morning and were arrested.
Phillips was charged with two counts of injury to a child by omission. Her bond was set at $US75,000 on each charge, according to the website of the Bexar County Magistrate.
The father has not as yet been charged.
The family has no prior history with Texas child welfare officials, but authorities were investigating a report that a home day care may have been operating at the address.
The brown townhouse had burglar bars covering the windows and posters obstructing the view inside.
