Homicides in Chicago are twice the number they were at the same time in 2015, according to statistics kept by the Chicago Tribune. 

Two killings on Monday morning pushed the number to 95, which compared to 47 by February 22 of last year.




Also, the number of people shot has more than doubled over the same period a year ago, the newspaper reported. About 420 have been shot to date in 2016, compared to 193 in 2015.

Chicago Mayor Rahm Emanuel has been under fire over the rising homicide rate in his city amid gang wars that also have claimed the lives of innocent bystanders, usually in the city's poorer neighborhoods.
In late January, the Tribune'sJohn Kass wrote that police say Emanuel has gone "fetal" in reaction to a video showing a white police officer shootingLaquan McDonald, an unarmed black teen. 
Facing criticism he kept the police dash-cam video from the public until after his re-election, the mayor now is not supporting aggressive policing that could save lives, Kass reported.
The black officers I know will treat people with respect until they have to be aggressive, and then they'll meet aggression with aggression," Alderman Roderick Sawyer, who is black, said. 

"And the white police officers I know? They may feel a little differently, a little more concerned about their response to stops."
