Man ‘raped’ teenage girl hours after jail release

THE NSW government is considering toughening parole laws after a convicted sex fiend was arrested for allegedly raping a teenager just hours after he was released from jail.
Arthur Alliband, 26, is ­accused of raping a 16-year-old girl in a Western Sydney park on Monday afternoon, the same day he was released on automatic parole after serving an 18-month prison sentence for two counts of having sex with a 13-year-old.
At an urgent meeting this morning, the State ­Parole Authority determined Alliband had breached his parole and revoked it, even though the 26-year-old was ­already behind bars facing fresh charges of sexual intercourse without consent and assault with an act of indecency.

Alliband was meant to ­report to a parole officer within days of his release but he is accused of, within hours of being let out, befriending two girls aged 15 and 16 on a train and then luring them to Best Road Reserve at Seven Hills, where he allegedly raped the older teenager.
At Penrith District Court in December, Acting Judge Norman Delaney sentenced Alliband to 2½ years in jail for having sex with a 13-year-old.
Judge Delaney ordered he serve 18 months in custody ­before being automatically ­released on parole, despite pre-sentence reports that Alliband had a moderate to high risk of committing another sex ­offence and had a history of ­ignoring supervision orders.
The judge took into account time already spent in custody and set the parole date for February 29.
A psychological report from his sentencing showed Alliband had been assessed as at a moderate to high risk of reoffending. The report recommended he be placed on an in-custody sex offender program that takes two years to complete.

The government is now under pressure to adopt Law Reform Commission advice to scrap automatic parole ­allowed by the courts and ­instead give the State Parole Authority the final say on when inmates can be released and under what conditions.
“The LRC recommended that court parole be replaced with statutory parole, which allows the State Parole Authority to revoke parole or put further or different conditions on an offender before they are released,” a government spokesman said.
“The NSW government is currently considering this and other recommendations.”
Corrective Services also provided a pre-sentence report that warned Alliband had a history of not complying with supervision orders.
Alliband is due to appear at Penrith Local Court on April 29 in relation to Monday’s alleged attack.
